The California Uniform Public Construction Cost Accounting Act (CUPCCAA) lets participating agencies award public works contracts under $220,000 without a formal, publicly advertised bid. Instead, they invite contractors who are already on their informal bidding list.

Why Small Contractors Should Care

CUPCCAA alters the standard bidding thresholds:

• Under $75,000: Agencies can award projects via purchase order or negotiated contract with no bidding required.
• $75,001 to $220,000: Agencies use informal bidding, meaning they only invite contractors registered on their qualified list.
• Over $220,000: Formal bidding is required.

These limits were updated in January 2025 and continue to apply. If an agency opts into CUPCCAA, a $150,000 project will never be advertised on a public portal. It goes straight to the listed vendors.
